I don't know If I have the expierance to tell you but I would think that they would be moving now during the storm. It wouldn't hurt to sit where you know coyotes pass and see what happens. Good luck!
Found it's sort of miserable to be setting out during a storm but if you have a decent place why not try it. Before and after is good. They do move during a storm, they are warm blooded and need to eat. Saw 4 on my way home working on a road kill deer carcass inside the Battle Creek city limits tonight.
