To keep to the thread's subject, Lake Michigan's productivity continues to decline, more slowly now, but the trendline is not positive. We have a mutl-year class alewife stock, but still significantly diminished biomass. One side of the coin, pulling more salmon and trout out of the system diminishes predation rates, but without sport fisher dollars the State fish and game agencies dollar flow suffers, limiting their expenditures for management efforts and hatchery upgrades, likely further diminishing the fishery.

IF the tribes gain expanded access to sport fish stocks via the Federal courts, then there should be some ancillary charge levied on them to fund the fishery they exploit; tribal money, not Federal money...
Your last paragraph makes sense. Would be a good compromise if expanded quota's and species becomes part of the new agreement.
