Tag Transfer?

I was reading one of the other posts and there was something about being able to transfer tags to anyone. I knew you could for youth and disabled hunters, but can the tags be transferred to anyone???? My dad has 4 points this yr and next yr he will have 5. If he doesn't want his tag can he sign it over to anyone???
I am asking because I can't seem to find that part in the bear digest.

Look in the bear guide in the section under the bold print that says...



Bear License Opportunity for Youth and Hunters with an Advanced Illness

Individuals who are successful in the bear license drawing may transfer their drawing success to an unsuccessful youth applicant, or to a person with an advanced illness.*

Successful applicants who wish to transfer their drawing success must submit a transfer request form by August 1. Forms are available at www.michigan.gov/huntdrawings. For assistance, send an e-mail to DNR-HuntTransfer@michigan.gov or call 517-241-1971.

Youth hunters age 10-16 are eligible to receive a transfer if they were unsuccessful applicants in the current yearÂ’s drawing. Individuals with an advanced illness are eligible to receive a transfer even if they did not apply.

Individuals with an advanced illness must complete the Physician Certification of Advanced Illness form to certify their eligibility for a transfer. The form is available at www.michigan.gov/huntdrawings.

Successful applicants may transfer their drawing success to an eligible individual of their choosing, or may donate their hunt anonymously to individuals on the DNR transfer waiting list. A donated hunt will be processed only if an eligible recipient is available to accept the particular hunt that has been donated. Those interested in receiving a donated hunt must register online at www.michigan.gov/huntdrawings by July 10.

Preference points are reset to zero for all successful applicants, even if drawing success is transferred. Those receiving a transfer will retain their preference points.

It is unlawful to transfer drawing success for a fee, or transfer drawing success and then guide that person for a fee.

This is the wording as taken directly from the Wildlife Conservation Order.....

(10) It shall be unlawful for a person that transfers their success in the bear lottery to a minor hunter or adult hunter with an advanced illness to assist the minor hunter or adult hunter with an advanced illness in any manner in taking bear for a fee or other consideration or service of value, either directly or indirectly.

(11) It shall be unlawful for a person to buy or sell success in the bear license lottery, or an adult to acquire a license after being unsuccessful in the lottery, unless the person has received from a physician a written statement of advanced illness which shall be produced upon the request of a peace officer.

So from section (11) It appears you can transfer to someone as long as they did not apply for a license that year and come up unsuccessful???
The reason I ask this is because my dad will have enough to get a tag next yr, but he will not be able to go and we were wondering if he could transfer it over to me? I am not a youth or disabled. From section (11) it almost sounds like as long as I do not apply next year then he could...??...


"Successful applicants may transfer their drawing success to an eligible individual of their choosing"

is an "eligible individual" referring to a youth/disabled person, or just someone eligible to legally bear hunt in Michigan??
