I'm not sure what clouds the water up in the lake but is this 20mph se wind gonna be bad for water clarity this weekend.

Wind is always a factor in water clarity just like rain, and temps.

If wind isn't a factor when the lake is locked up then what makes the clarity change?

Run-off, inlet, & outlet locations can produce cloudiness as well these locations injecting <+4 degree C water will contribute to the turn over effect to the water.
