QDM that uses antler restrictions can be challenging to enforce fairly when violations occur.

Deer fines revised
Rep. Bruce Smith’s proposal of a sliding scale for hunting violations was adopted.

Smith’s measure creates a sliding scale for those fines, creating a different degree of punishment from those who were just careless to those who were willfully negligent. Hunters found guilty of killing deer as a result of carelessness, instead of paying a flat $500, will pay between $100 and $500. The wildlife conservation officer who issues the citation will recommend what a violator will pay, and a district justice will make the ultimate decision.
The $25 fine for an accidental violation would remain.
