What's the law on hunting the right-of-ways for powerlines and pipelines? Do I have to have permission from the power company or is the land owned by a private owner and the right-of-way leased to the power company? Thanks for any info!

It is some of both. If the company owns the land, they would have to have permission from the company which I doubt they will get. I know for a fact Detroit Edison doesn't give permission to hunt to anyone including adjacent landowners, employees, share croppers, anyone!
If it's a right-of-way that that person must have permission from the property owner(s) The right-of-way or easement only allows the company to access their equiment for repairs, updates etc.
