Here is a article that highlights the PR damage to general hunters and points out one resaon the control of cervid game farms were transfered to DNR from Dept of Ariculture ("right-to-farm" law).

HUNTING HAVEN: Game preserve going into rural suburb without any local controls

OAKFIELD TWP. -- In Oakfield Township, a growing area between Grand Rapids and Greenville, the demand to turn dirt roads into paved ones typically gets much attention.
Then Rick and Tammy Zylstra decided to erect a fence and propose a deer-hunting preserve on their 75 rural acres. Suddenly, bullets, bows and bucks have moved to the front burner in the northern Kent County community.
The township abandoned the effort, however, when officials were surprised to find a recent court ruling that said a game preserve was protected under Michigan's "right-to-farm" law.
