How does one interpret doing or about to do damage? (Yotes/*****)

How does one interpret committing or about to do commit depredations or when concentrated as to constitute a health hazard or other nuisance? (Crows)

State the specifics and I can tell you. There is no specific standards, everything depends. Does a **** getting into your gabage can one night mean damage? NO. Are coyotes making the chickens in the chicken coop go crazy? Yea, I'd say that about to do damage.

Are 20 crows a health hazard, I doubt it. Are 1000 crows, probably.
