Gary Alt always knew these days would come.
In the summer of 1999, when Pennsylvania Game Commission executive director Vern Ross approached him about taking charge of the agency's deer management program, Alt was already convinced that Pennsylvania's forests had long been overbrowsed by deer.
He also knew that trying to right that wrong would be a nightmarish task.
