I'm actually really confused on what's going on. Could someone explain?
It seems to me that , if this bill passes, ocean-going vessels are going to be allowed to continue dumping their ocean water from their ballast tanks into our great lakes without treating it or otherwise keeping more invasive species from being introduced to our fragile ecosystems. This practice has brought us such wonderful things as the Zebra Mussel, Quagga Mussel, Round and Tube nose Goby, Fishhook Water Flea and a host of other nasty crap.
Doesn't sound like a very good idea to me.
