Whichever the institution granting the privilege feels is more important is what they should base the decision on.

People are welcome to self identify in any way they like.
Whether that self identification grants any privilege depends on the opinion of the granting institution.
So are you implying that affirmative action placements, transgender use of lavatory facilities, preferential scoring/hiring based on the race and the like is a "privilege" rather than a "right" ? And if a "privilege" is it then granted at the revocable whim of a board of directors or whatever the governing body is of this -or - that institution ?
Rights are just privilege that societies have decided that humans inherently deserve.
Rights, like morals and ethics, are human creations.
