Counting counties seems like an odd metric. I appreciate your contribution to this discussion.

The Dr. Deer quote was within a response that he wrote to reports that CWD was "running rampant in Wisconsin". Thus the number of CWD positive counties being mentioned.
I assume this is meant to be sarcastic.
Wisconsin has tested ~ as many deer outside of their 6 high prevalence counties since 2003 than Illinois has in total tests statewide over the same time period. Your comment simply isn't true.
That quote must have been prior to 2017.
I believe that they had 20 counties in 2017 and 21 counties in 2018.
But they haven't stopped testing in those areas in Illinois.
It is the same with the APR surveys being sent out, right? They only have to test so many respondents to understand within a certain confidence what the results will be if they sent surveys to everyone or tested every deer, the latter being impossible we agree.
Gross numbers don't mean much when you are trying to detect disease at a very low prevalence rate. Targeted testing in numbers sufficient to determine with some certainty whether disease is present or not is what matters.
That is called sound science.
