I leave the proposals to scientists that are much more qualified than myself to present solutions. I know enough however, to be confident in the fact that bringing a field test kit to market isn't for lack of scientists trying to do so.
You suggest that test kits be included with license sales, but you have no idea how much they'll cost. Will they be $20? $50? $100? More?? Who knows.
I'd be willing to bet the farm that test kits will never be included as a component to a hunting license. It would be economically impossible for the DNR to do so. Adding the cost to a license would be detrimental to hunter participation, and would almost surely result in more poaching.
Realistically, if and when field test kits come to market, they'll be available for purchase on an optional basis. Those who want to buy them will, those that don't, wont. The number that do choose to purchase will certainly depend on the price point and the reliability of a hypothetical test kit.
I agree with some of your points. Time will tell as kits get developed.
