You can't tell by looking at the incisors (first pic). The will cut those crossways when you send them to the lab and then look at the rings similar to rings on a tree to determine age.

Second pic - 3.5 or possibly 4.5. First 3 molars on his right side actually look like they may have been chipped (broken) at one time....
