    I've been locked out !!!

    They cut a link. His lock is still on, they put their lock replacing a link so the next joe blow cant drive right in. Property owner still has access.

    Definitely the power company. We use them locks on underground transformers and junction boxes.

    I would recommend getting a slate call and learning the Yelp. Imo easily the best call for beginners. Dont over call, let the bird know your there...
