Most smaller overflows dont even get reported to public. Whats worse is MOST are not even aware or care how bad the Saginasty water watershed is in real form. Yes oh yes it has cleaned up "chemical" wise over the decades but if No bodily contact warnings yearly dont bother you then have at it.. To each their own. Enjoy
The solution is to run 2 separate sewer systems. One just to handle household waste water, and the other to handle runoff. It just costs a LOT of money to build that.
There is more than one thread on this cite to discuss failures in the various sewer systems that have had raw discharges.
You can do anything, all you have to do is have money. Do you want to pay more taxes?
Why don't the government force those homeowner re route/ disconnect the surface water lines from the sanitary sewers. It is illegal! You would have happy homeowners.
Water filtration systems are not made for "special cause" conditions. Do you think any system would work properly with a 12 inch rain fall.
Cities get bigger and outgrow old filtration plants. How about a millage to grow the plant.
Last, was truly raw sewage set to the river? I believe it's pre treated before release. I have never seen brown logs and toilet paper floating.
Discharge of non treated sewage has been happening for decades, more environmental concern now. Lets fix those damn roads and those damn sewage plants.

As some have said about choices.... Until the fix is addressed most will accept playing in poo water and others choose to stay out in Bay more of a diluted waterway. 99% Eastside cleaner as Satellite footage verifies it. I live less than 1/8 mile from saginasty river and have not fished saginasty river 10 times. In last 18-20 years. My choice. To each their own.
I grew up in Bay City, and my Mother still lives there. I don't drink the tap water in Bay City, and haven't in decades. More because Dow Chemical, and the industry in Saginaw is upstream, than because of waste-water discharges with lightly treated sewage. But the crap is gross, too. The most dangerous stuff is buried in the mud in the bottom of the river. In Bay City.
I understand the grossness of waste spilling into the river. But we are animals and all water animals and fish eat, **** and piss in the water. It all turns to nutrients. If all the rivers where flowing crystal clear spring water, you wouldn’t be graphing walls of baitfish or catching the numbers of fish in the river, bay or Huron that the Saginaw river run off supports.

To each their own! What's surprising is the knowledge my dogs(animals)express in their kennels. They cant stand ****ting in their own ****. I'll take "CLEANER" water any day. Genie in a bottle
Flint,s water and sewer system has been crap for 40+ yrs i was born and raised in Lapeer county remember as a kid hearing about sewer problems sadly the politicians where to busy lining there pockets instead of fixing city infrastructure.
It's a shame. The Flint is one of the best fisheries I have ever been blessed to cast into....it was absolutely excellent this year
