The west side would be a lot harder to shore bowfish. Most of the decent areas I've found that hold fish on the west side can't be wadded to from a public road or park.
Muskegon Lake, the whole Spring lake area, Freemont Lake, Hardy Pond, Croton Pond,.... any of the main rivers are normally really good (careful of trout streams like sections of the Muskegon River).
You can't shoot in trout streams or trout lakes. There is a big list of those streams and lakes in the guide booklet. Good luck! It can be vary confusing. Also be careful of local laws. Do a lot of research before you hit a new area.
