Default Marine Radio Licensing Requirements

Do you still have to have a FCC licence to operate a VHF marine radio?
I went on the FCC website and it all seems very confusing.
According to the owners handbook from Raymarine that I got with my radio it says ( A station licence and call sign are not required for most recreational vessles traveling in U.S. waters.) and to check with the FCC for current requirements.
I was just wondering if anyone has had to register.

A license isn't needed, But, the DSC radios need to be registered to work right in emergency situations, read this article.
