There is a beagle pen on East Lake Road just north of Charles Moran Road in Moran. Not too far from Rudyard.
I don't much about the place. It appears to be a beagle club's running grounds. This might be what you're looking for if you can find someone who is a member.

I found this listing on a web site:
Strait's of Mackinac Beagle Club
Neva Johnson, PO Box 130, Moran, MI 49760-0130

found this on http://www.northernmihare.com
Eastern Upper Peninsula Beagle Club
Secretary : Mike Johnson
(906) 643-6942
Address: 4127 N Black Point,
Moran, MI 41111

One of these groups might know about the running pen in Moran.

Ask for Mike.
When you cross the Big Mac they're called "pats" not "grouse", unless you drive a Volvo.
