State tries to recruit more hunters, anglers and campers

The DNR is increasingly reliant on user fees from campers, hunters, anglers and others to pay its bills because the money it gets from the state's general fund has been slashed because of tight budgets.
DNR leaders say they can't function on fees alone, which haven't been enough to cover expenses in two key funds this fiscal year.
