If you have a 14' boat that can be carried I'd hit the lower side of the Ford dam and get up close to the dam on the North side where the warter comes out of the power plant and tie off onto the rope that crosses. You would have no problem paddling to it.I know the white bass are in there.(good eating, limit is 10 on white Bass on inland lakes).
I would not waste my time on Ford if I had to paddle to a good spot which are the islands or the shallows near I-94..
You could put in on Belleville lake at the DNR launch on Rawsonville Rd. just south of 94 and fish just to the right of the launch.
For the lower dam I would use crank baits,Mr.Twisters,Mepps spinners anything small thrown to the power plant where the warter is comming out.Fishing here will be your best bet on some fish.
Good luck I'll be getting the boat out on Tuesday for the first time this year.

I agree, I'd go to Belleville Lake, much better fishing. I took nice 4 bass with a rapala on Friday evening in about 45 minutes. I just wished I would I have gotten out there earlier before it got dark! (No lights on my 10' jon boat)
