I am considering starting to reload to reduce costs for non-toxic shotshells in my 16 gauge. My question is how would a CO know that I am using non-toxic shot in reloads? Would they open a shell and be able to tell by examining it? Could I get in trouble for reloading non-toxic shot in a regular lead shell?

It would depend on what type of non-toxic shot you used. As far as getting into trouble for using regular lead shells, no you could not. There are a few different ways to tell, some using shot shell testers, some by the knowledge of the CO. They might open a shell if they questioned the material.
