When selecting arrows by selection charts, is the length you go by just the bare shaf

When selecting arrows by selection charts given by various arrow manufacturers, is the length you go by just the bare shaft, or do you go by the length of arrow you have from end of the nock to the end of the insert?

I measure from the string groove in the nock to the end of the arrow with the insert installed . That will be the true length of the arrow when it's nocked on the string .
