Purchasing a Used Boat

I have decided to pick up my first fishing boat within the next couple of months and I was wondering if anybody has any web resources or advice on what to look for as far as boat condition, engine health, proper maintainence, etc, in a Used boat. I plan on picking up something between 16'-20' with a console and at least a 25 horse outboard. I would like to spend no more than $4,000. Since this will be my first boat, I have a lot of learning to do and any help would be greatly appreciated. Thanks!
