Do both the navigation and anchor lights need to be on during hours of darkness?

They both need to be on if you are underway. If you are anchored, then you display only the anchor light.

Correct, what you call the "anchor light" is actually your "all-around light" or "360 degree light", which is ran with the navigation lights in darkness or times of limited visability. Alot of switch panels will have the switch for the all around light only labeled as "anchor light", since this is the only light you should display when your on the hook. Boaters who anchor should remember to turn there navigation lights(red/green bow lights) off when they are anchored.

And if you are drifting, leave your nav lights off too, as you have no way to make manuvers.

and please make sure that you don't accidently block out the stern light with something. I've noticed a lot of people that have stern lights on, then put something in front of them or sit in front of them, making them useless. Make sure the light is visible from all angles. Other boaters should would appreciate it.

Not totally related, but I found this program that was kind of cool. It trains you and give you quizzes on navigation lights, flags, etc.

Your "stern light" is only viewable from the back(i.e. stern) of the boat. The only way you could sit infront of it(really in back of it) would be to sit on your swim platform. Most boats on here would not require nor have a stern light. I think you are confusing your stern light with your 360 degree all around light...

Or spreader lights, or searchlights/spotlights....
