Navigational Rules - Where?

I have a question. In the Straits of Mackinaw you hear, on channel 16, something along the lines of: "Security, Security, this is the motor vessel, xxx, west bound and a half hour from Poe Reef." I would presume that probably for security reasons large ships must announce their presence or intentions. It might have something to do with the Mackinaw Bridge. My question is what navigational bulletin or Notice to Mariners explains or details this announcement requirement and where can these and other rules be found on the WEB? I have gone to this site, http://www.navcen.uscg.gov/lnm/d9/default.htm, and either don't know what to look for or I am looking in the wrong place. Thanks in advance for any pointers in the right direction.
