Boat Horns - Stopped workin!

I opended them up....cleaned off the connections(sand paper), cleaned out
the spiders and dirt....horns are 15 years old like the boat, the wiring looks
ok....Does anyone know a way to test them without the batteries on board...
I am trying to isolate the problem to Need for new horns or wiring problems...

I am currently useing a hand held, which I'm told is legal...its sure is loud!

The horns are the pair of two long horns, typical on a SeaRay....
any suggestions would be helpful...maybe its just time to buy new ones...

I know of know way to test them without the batt....are they air horns? put the batt in and test to see if you are getting 12v at the compressor? more than likely it's a bad ground

what happend on my pontoon was i blow a fuse for the horn i don't know how it blew but i found it.

Could be horn relay switch is bad or disconnected (from years of vibration)
