I prefer all of my equipment mounted on my gunnels with the chute wide open. I run 2 riggers with 4 rod holders, and another 3 adjustable berts, off each gunnell. Due to the design of my boat, I couldnt have done it any other way unless I built a board, but I much prefer it this way anyway.

It is TOTALLY a matter of personal preference MOST of the time...

Here is what I did (http://www.michigan-sportsman.com/forum/showthread.php?t=64721)

I like my board VERY much...But again it is personal Preference...

I have all my downrigger mounted on the board and two exrta rod holders...On my gunnesl I have 30 inch tracks for rod holders...

How big is your boat?

RatCityHooker has a 22 foot Islander and has a down rigger board off the back of that...it works VERY good for his application as well. He also has the tite lok trees on each gunnel...

My granpa on the other hand has a 21' Cruisers. He only has four riggers all mounted to the gunnels...No extra Rod holders and no spots for dipsies...But he caught a lot of fish back in the day...

Good luck whit whichever way you want to do it.
