I am not sure but I can tell you how one state deals with its Highways funding.
Ohio Issues tickets to speeders and for traffic offenses and they also have I-80 as a toll road. Between the two when Bill was in the white house and Ohio was being pressured to raise the speed limit for Tractor Trailers. The feds threatened to cut Ohio's highway funds. Ohio told them to go ahead they make enough off the revenue they earn in 1 year to surpass anything the feds give them anyhow.
So how could Michigan increase its funds. Well per county is simple ENFORCE the speed limits. I am getting tired of seeing people running 80-90-100 MPH down the highway.
The next issue would be to quit treating the multi axel trucks as they do. The kid gloves they use when they bow to the pressure of the automotive industry in this state is sad. The companies loose money and there are less jobs because they want to put more in a truck so they increase the axles. Cut them to standard trucks and increase the jobs and number of loads being hauled.
Best way though would be to allow a division in the state and say anything south of I-69 and East of I-69 is a seperate state than the rest of Michigan. But that is just my wish. :D
