liscense question?

I got my liscense about mid Feb. wondering if it is valid after march 31st since that is the date on the back...wondering because of previous post

Hey Drew:

I'm no expert, but my gut feeling is that if it says that your license expires March 31, 2004, then that's when it expires and you have to get a new one to fish after that.

My question is when can you get a license for the next year? Our 2003 license expires March 31, 2004, but when can you start buying 2004 licenses that expire March 31, 2005?
