as anyone else seen this fly

I was in the bait shop in St. Helen the other day talking to a guy about fly fishing. He bought out this streamer that had about an inch of 30# mono sticking straight back off the body. On the mono was a tiny spinner followed by a dark bead. The mono was then melted to form a little ball that kept everything on. He said he got it from a buddy in Alaska. Has anyone else seen it before? Is it a fly? Is it legal in flys only waters?
