Update on House Bill 6147 - The Dove Bill

Late Thursday afternoon on November 30, 2000, at approximately 3:45 PM, the Senate Committee on Hunting, Fishing and Forestry made history and passed House Bill 6147 out of committee with no amendments. The bill should be taken up next week, possibly on Tuesday, December 5th in the Senate.

Senators Hoffman, Dingell and Gast supported the legislation with Senators Bullard and Byrum dissenting. Senator Gast gave testimony before he voted that he would be voting against the bill
on the floor, even though he would vote for the bill in committee. He didn't believe that lining up doves on a power line and shooting them (which is illegal in Michigan) is a fair way to hunt. It's odd that Gast plans to vote against
HB6147 on the floor after voting for it in committee. Senator Gast is the author of the legislation that became Proposal G (Act 377 of 1996). This proposal authorizes the NRC the exclusive authority to regulate the taking of game. Senator Gast should be reminded of his own legislation that later became Proposal G. Gast
needs to allow the NRC (which favors a dove season by a 7-0 margin), the option of deciding if the taking of mourning doves should be allowed.

Senator Byrum, who interestingly enough ran on a pro-sportsmens platform during her unsuccessful
congressional race against Senator Mike Rogers, voted against sportsmen on this issue in committee. We're not sure how Senator Byrum will vote on the senate floor.

This is the closest that we have come in the last 95 years to getting a dove season. We've never successfully passed this legislation through one of the two houses, and then gotten it through committee on the second side. The past 3 times this legislation has been tried, the furthest it has gone is making it through the Senate, only to be stopped in the House because of broken promises that had been made by Representative Mick Middaugh in 1995.

HERE IS WHAT YOU CAN DO RIGHT NOW TO HELP!

Action Item #1: Write editorial letters to your local newspapers supporting House Bill 6147. Point out that this is a wonderful additional recreational opportunity, especially for young, old and physically disabled hunters, at little or no cost to the state.

Action Item #2: Call, write (fax your letters) and send e-mail to Governor Engler, your Senator, Senate Majority Leader Dan DeGrow and Senate President Dick Posthumus. In 1995, the last time that this bill was voted on by the Senate, the following Senators, who are still in office, voted NO: Harry Gast, George Hart, Donald
Koivisto, Arthur Miller, Gary Peters, John Schwartz, Alma Smith, William VanRegenmorter
and Jackie Vaughn

These Senators were excused absences from the vote: Virgil Smith, Joe Young

This Senator did not vote on the issue: Leon Stille

Action Item #3: Contact your friends, family members, and every hunter you know
and have them do the same!
