Hunter Access Program land?

Is land designated under the HAP program considered private or public? The late firearm antlerless season in my area is for private land only. I was wondering if it was legal to hunt this season on HAP lands. Thanks in advance for any help.

HAP is private land.

Thanks Ray, i had always wondered the same thing. I know of some Hap land that i would like to try..... knowing that will help. Thanks again.
