I like the sounds of this though:

Anticipted Changes for the 2004 Elk Application
--------------------------------------------------------------------------------

A weighted random lottery to select successful applicants.
Hunters may be limited to one elk license per lifetime.
An option to donate the authority to purchase a license to a youth or a terminally ill individual.
The anticipated 2004 weighted lottery for elk licenses will remain a random selection. An individual’s chances will increase by one for each year the individual applies and is not successful. Example: An individual that applies for three years without being drawn will have three chances (placed in the applicant pool three times), as opposed to an individual applying for the first time that will have one chance (placed in the applicant pool one time).

If the weighted lottery is implemented, applicants who are unsuccessful in the 2003 draw and apply in 2004 will be placed in the applicant pool two times in 2004. Check the 2004 elk guide for details.

NOTE: There is no guarantee of being drawn in a weighted lottery.

The weighted system is a nice idea, but realistically I don't see it making a difference.

A better plan would be to make drawing an elk tag a once-in-a-lifetime event.

I don't like the idea of the weighted lottery.

It does theoretically improve your odds, but it still allows for a person to be picked more than once. It needs to be once in a lifetime, with people with the highest number of unsuccessful attempts automatically getting tags.

The weighted lottery is just another scam to keep people entering regularly. Right now, you can drop out and back in without effecting your odds of drawing. Given the low number of tags and high number of applicants, the odds will remain astronomical regardless of how many "points" you earn.

1 for 16, I couldn't apply for a couple years after drawing.

Tim, Your complaining! Well if your looking for sympathy I doubt you'll find any here! 1-16! better average than my 0-19!

Burksee, I was kidding, hence the wink. ;)

I've been in out of state draws where I had an 80% chance and not drawn. So in a draw where your odds are 0.05% I can't believe people complain and now they complain about the new "preference" point system. No system will ever guarantee every person a tag in his or her lifetime. Sorry, but that's a fact and no system will ever change it.

My understanding is they are changing to a once in a lifetime as well...

and I am probably over 1/2 way in this lifetime without one!!!!!!!!!!:eek:

I figured as much, hope you saw my "wink" as well.

I've been appying for 19 years now with out being drawn, a freind of mine's son applied two years ago for the first time, not only did he get drawn, he drew a "bull" tag! And he ended up taking a very nice 6X6. My take on it is if there were any "guarranty's" you'd "ever" get one then they couldnt call it a "lottery" now could they?

Anyone here ever win big on the state ($$$) lottery?

Mabey they should give points there too!

DrHunter.....I have a question for you ...how could you apply for 33 or 34 years when there have only been a total of 21 years you could have applied...starting with 64 & 65 then again starting in 84 to 03 ..sorry just dont understand that one....any way did any one on here draw.......bye carl

You are right. Some of those years the permits were not available.I have been applying since 1965. Thats actually 38 years.I remember a close friend of the family shot a cow in the very first season. I turned 14 in February of the next year. I had big plans of getting a permit and knocking off a monster elk. I should have explained that I have been applying FOREVER.......is that better? See what frustration can do to the mind :D Thanks for setting the record straight.

Dumb question; What did you draw for in 2000? It's my understanding that if you drew a "bull" tag between 1993-2002 you couldnt apply.
