Can I set up a Coyote bait on public lands, a typical bait would consist of road kill and dogfood? Most of which occurs in th natural world anyway?

If the road kill was already at the location and you were hunting over it, fine. Dog food would be OK. If you cart a road kill out there, you have to have a road kill permit to have it. You can not trap yotes using a road kill deer.

No law against starting dogs off a road kill to hunt coyotes.
song dog : the way i also understand it is if you get a road kill permit and pick it up . You DO NOT have the right to dump it somewhere els . That would be considered littering if i am correct.

I set up Coyote baits on tracts of land that I or an immediate member of my family owns I do have one spot that I have baited in the past with the landowners permission. THat spot also happens to be where the farmer dumps his slaughter house "leftovers". Yes its messy, yes it stinks I mean really stinks but it is effective and I do not intrude on anyone or anywhere I am not welcome to do so.
As for littering Boehr may help by ringing in here. The items, carion and cereal filled dog food, that I bait with are bio-degradable I don't know if that is littering or not. Even if it is I don't plan on pressing charges against myself and last I knew no one in my family wants to see 'Ol Song dog in the big house either! Last I knew! Would that be littering in Ohio?
Song: :) I do not know if that would be considered legal or not. But i am sure there are other concernes in the matter of dumping Deer carcass such as health department restrictions. For instance it is illegal for a farmer to haul a dead cow off on his property to rot away with out burying it. Hope this helps :)

Those are very valid questions in a pure fact based line of thought. In the ultra-conservative primarily agricultural county that I hunt Coyotes in those farmers do as they please. On just about any farm you will find blight code violations, building code violations even possible health code violations. Fortunatley when I start a bait it is in an area that I know holds coyotes consiquently the bait gets hit hard and doea not last long. Coyotes are not the only predators that will frequent a bait. Let me set aside this: I do not hunt coyotes primarily over bait I preffer calling them, I preffer the mobility. Baiting is very effective but I do not primarily over it. We don't fuss about the little things.
