wind and water

would like some feedback from others in regards to the wind and its effect on the fishing. i know in the summer a NE wind is a waste of time fishing in the river for walleye,but how much of a impact will it have fishing on the hard water?(if any) any imfamous wisdom and knowlage shared would be greatly appreciated.

accuweather.com gives hr. by hr. weather reports wind temp ect. and a 15 day.
