I was reading in the Michigan Outdoor News last night about an idea to have a lottery draw for a "Michigan Dream Season" for $4 you can apply for a year of guaranteed hunts including elk, bear, and turkey. The article mentioned something about Michigan Archery manufactures donating gear to the winners to use on the dream hunts. Anybody else hear anything about this? I hope something goes through. Very cool idea.

I had heard about this a while back, apparently the new chief of wildlife proposed this to generate funds. The N.R.C. will need to O.K. it. Sounds like a good idea to me. From what I heard this would be like any non hunting lottery where you can buy as many $4.00 "tickets" as you wish during the selling period. Also any past bull elk hunters WOULD be elgible to win!

I think this would be cool, Although I think there should be rules on it, like you can not sell it to some one else.

Just so it does not take away from the michiganders that apply, and it does not get corupted in the wrong hands.

You can not sell them and they are not transferable and Non Residents are not eligible for Elk...

If you go to the NRC page on the DNR site and view the agenda, you can click on the pure michigan hunt link and view the criteria behind it.

that will never fly with all the michigan hunters who haven't even had a chance. there'll be a few scalps hanging from the lodge poll over this issue.

Wildlife Conservation Order Amendment No. 12 of 2009
Authority:
The Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, authorizes the Director and the Commission to issue orders to manage wild animals in this state.
Discussion and Background:
The proposed “Pure Michigan Hunt” drawing would be a new opportunity for a unique multi-species hunt, with the goal of increasing public interest and enthusiasm for outdoor recreation while establishing a new source of revenue for natural resource management.
Drawing applicants may purchase multiple applications (chances in the drawing), from March 1 through December 31 for the following year’s hunts. The application fee for the drawing will be $4.00. Applicants must apply individually; no party applications. A “Pure Michigan Hunt” applicant must meet the age requirement established in statute to hunt bear, deer, or elk with a firearm and all other eligibility requirements for purchasing a regular (not apprentice) hunting license. Residents and nonresidents may apply. However, the elk license would be unavailable to nonresidents who are selected in the drawing (under current Michigan statute). Individuals who are not eligible to apply for the regular elk drawing because of previous drawing success would be fully eligible to apply for the “Pure Michigan Hunt” drawing and may obtain an elk license if selected. Successful applicants could apply without restriction for future “Pure Michigan Hunt” drawings (no ineligibility period). Applying for or purchasing “Pure Michigan Hunt” licenses would not affect hunter eligibility to apply for or purchase regular hunting licenses in the same license year. Individuals under a court-ordered license purchase restriction would not be eligible to apply.

Three lucky hunters will be selected, with drawing results announced the following January. Success in the Pure Michigan Hunt will not affect any bear preference points or elk chances the winner may have accumulated for the regular drawings for these species. Drawing success will not be transferable to another individual. Successful applicants would be required to pay the standard fee for each license in the “Pure Michigan Hunt” package, less any discounts (senior or 15% multi-license).
Hunting licenses would be available to successful applicants beginning March 1, the start of the new license year. Licenses would be valid during the hunting seasons for that same year. The three winners will be authorized to purchase hunting licenses for elk, bear, antlerless deer, and turkey (spring and fall seasons). Each license shall be valid for hunting anywhere in the state open to hunting for that species during the appropriate regular hunting season. Hunters and may harvest one animal per license per season, and would also be allowed to participate in the reserved waterfowl hunts at managed waterfowl areas.
Recommendation:
This order is being submitted for information and consideration. This item appeared on the Department’s April 27, 2009, calendar and may be eligible for approval on June 4, 2009.

Amendment No. 12 of 2009
Under the authority of sections 40107 and 40113a, Act No. 451 of the Public Acts of 1994, as amended, being sections 324.40107 and 324.40113a of the Michigan Compiled Laws, the Natural Resources Commission and the Director of the Department of Natural Resources orders that, effective June 5, 2009, the following sections of the Wildlife Conservation Order shall read as follows:
2.12 Pure Michigan hunt; eligibility requirements, definition, open area, exceptions.
Sec. 2.12. (1) A pure Michigan hunt applicant must meet the age requirement and all other eligibility requirements established in statute to purchase a regular (not apprentice) hunting license to hunt bear, deer, or elk with a firearm.
(2) Notwithstanding any other provisions of this order, and subject to the requirements of applicable statutes, a pure Michigan hunt license shall include the opportunity to purchase:
(a) One any-elk license (Michigan resident only).
(b) One bear license (not valid for Drummond island bmu).
(c) One spring turkey license.
(d) One fall turkey license.
(e) One antlerless deer license.
(3) Successful applicants shall be determined by a drawing. Pure Michigan hunt drawing success does not affect or involve any preference points or ineligibility periods related to other hunting licenses or lifetime licenses.
(4) Three pure Michigan packages shall be awarded each year allowing the successful applicant to purchase the above licenses for the prices established by the department pursuant to law.
(5) The nonrefundable application fee for a pure Michigan hunt license is $4.00.
(6) Pure Michigan hunt applicants may purchase multiple pure Michigan hunt applications.
(7) Licenses purchased by a successful pure Michigan hunt applicant shall be valid for the following:
(a) Pure Michigan hunt unit defined in section 12.999 for each game species.
(b) During any open season for that species, with the appropriate weapons authorized by this order.
(c) On any lands open to hunting for those licenses in section 2.12(2) with permission of the private landowner, if applicable.
(d) The party hunt leader with the first selection at any managed waterfowl area during the reserved hunt period.
(8) A pure Michigan hunt applicant must meet all the requirements to participate in any season covered by the pure Michigan hunt license.
(9) Successful pure Michigan hunt applicants are not prohibited from:
(a) Applying for a limited draw license authorized by any other provision of this order.
(b) Purchasing a license authorized by other provisions of this order.
(c) Utilizing a kill tag authorized by other provisions of this order.
(d) Retention of any preference points or chances accumulated by other provisions of this order.
(10) Nonresidents are not eligible to purchase a Michigan elk hunting license.
(11) Pure Michigan hunt licenses are not transferable.
12.999 "Pure Michigan hunt unit" defined.
Sec. 12.999. “Pure Michigan hunt unit” means all areas of the state open to the taking of:
(a) Bear as defined in section 3.200b, except for Drummond island bmu.
(b) Elk as defined in section 3.8.
(c) Wild turkey as defined in sections 3.300a and 3.300b.
(d) Antlerless deer as defined in section 3.105a.
(e) Waterfowl through reserved hunts as defined in section 3.419.

I think it's a pretty good idea. I also don't know about the past elk hunters being eligable. Their tag was once in a lifetime.

But I would favor a limit of ten chances. Also would like to be able to donate the hunt to make-a-wish or a similiar charity.

Oh and a Wolf tag too.:lol:

I'd be O.K. with making past bull elk hunters not elgible, after all thats what makes the elk tag so special.
In 2007 I drew all of the tags mentioned in the "Pure Michigan Hunt" plus a Shiawassee Refuge tag and a Iowa bow tag, so I've already had my Dream Season.
Not saying I would'nt buy a few tickets though :evil:

So... Does this mean that it passed? If I read this correctly applying this year from now until Dec, will get you a chance for the 2010 season?

Any Michigan Resident regardless of past selection can apply and get the elk license if they are drawn.

This has not started yet, next season (2010) would be the first year for it. Not sure when they will start selling tickets.

Any Michigan Resident regardless of past selection can apply and get the elk license if they are drawn.

I'll be in for a few chances!

does anyone have a link that says this passed? I like the idea although i don't really like the previous elk winners being in it........
