Senate Bill 349, as introduced, was a simple bill. The bill would have eliminated the restriction that the DNR could only mark down a hunting or fishing license 15%, providing the NRC with a broader ability to reduce license costs for management or marketing purposes.
However, Senate Bill 349 was amended after it left committee in the Senate. The bill in its current form eliminates the 15% sportsperson discount for the purchase of four or more licenses at the same time. But the amended version of the bill goes beyond that. It adds new law which requires the DNR to offer discounts to private organzations it "enters into partnerships with". The percentage of the discount is not limited in the bill.
The bill would permit the DNR to offer license fee discounts to members of certain private organizations and clubs that would not be available to members of other hunting and fishing organizations or hunters and anglers that were not members of any club or organization.
Is this a good law that will encourage people to join hunting and fishing clubs and organizations the DNR has partnerships with? Or should all state residents pay the same fee rates?

Bad law.
One should only join an outdoor org, or any org, if they agree with the stances of the org. That's the benefit of joining an org. Joining only/mainly for a discount is terrible policy.
What's next, tax breaks for joining the ACLU or PETA?
And then, who picks the groups that should be on the list? I can think of a so called hunting group that has no right to be anywhere close to that list and who is now the biggest MDNR bashers out there.

The changes were made to Barcia's bill after he introduced it and after it left his committee. The form of the bill that Barcia introduced was simply eliminating the 15% discount, not the other stuff that was added.

So did Allen and McManus write that garbage into the bill?
Let me add, I like the 15% discount but can live without it. Discounts for organizations will not stand...

I don't know where it came from. I guessing it originated by some group outside of the Legislature looking to use it to boost or retain its membership.

Interesting, if that's the case it wont be just the DNR with the PR problem on their hands if this becomes law.

Bad legislation...
Why are we eliminating the sportsperson discount when many users of public land pay nothing?
In case you're wondering, Morel mushrooms here in Mesick are currently selling for $40 per pound. Some of these may have been picked on private land..but certainly some were picked on public land.

i would love to know the yahoos who came up with this insanity. if it ever gets out you can bank on some kind of major problems. this is just as insane as that crossbow hunter orange rule if not worse. why do these elected officals even listen to this nonsense? lets see, now we can pit one hunting and fishing club/organization against another.

That piece of legislation is considerably less than being even remotely acceptable.

I was wondering if there would be any concerns about it. It sounds like there is. Which surprises me that the Senate reported the bill out 37-0. It is possible that a private organization is behind this bill for political reasons rather than scientific management reasons.

It is also possible that the organization, legislators and the DNR will face a **** storm if this becomes law.
I also fail to see how this is a good piece of legislation for the resources.
I can see where it would be beneficial to the politician's whose pockets got lined by the org's backing this. Am I still in Michigan or did we get annexed to Illinois??

Absolutely rediculous !!!!!
You would think that they would have something more important to do. like..... Full inclusion for the rest of the state, Legislation to allow realistic control of feral hogs, or maybe the Ag dept.'s proposed rewrite of the plant pest law.:idea:

Talk about legislation whose sole purpose is to appease some special interest group(s). An email will be going out opposing this measure to Sen. McManus and Rep. Scripps as soon as I hit the "Submit Reply" button.

I'm more than happy the way it is and I personally don't take advantage of the current discounts

As long as NRA members get the discount I am cool with it:) And anybody on this site who is not an NRA member should be ousted:rant:
