Ok you need a bucking tool and a friend, a bucking tool is well maybe someone will post a pick, anyway someone has to hold up against the rivet while someone hits it with a hammer from the other side.
The bucking tool is basically just a die that forms the rivet, if tightening the rivet dose not do, then you can drill it out and install a new one much the same way.

Tonga is right, but you can do it without the bucking tool too. I had an old tin boat that I just used two hammers on. They are solid rivets, have a friend hold a large hammer on one side and strick the other side with a smaller normal sized hammer. For more info and ideas you might want to check out tinboats.net. Stuff like this is all that website is about and they have lots of great ideas for your tin boat as well.
