You can not get an official LEIN report but there are some things you can do, legally. BTW it used be quite easy to obtain a LEIN report if you had a friend in Law Enforcement. This has changed in Michigan they have really started cracking down on it but it is still definately possible.
1. You can go to a site called OTIS. Go to Yahoo and type OTIS MICHIGAN. It will give you the link to this site. You can find a wealth of information about anyone who is currently in our PRISON system. Notice I said PRISON. County jails and the such do not count. You will need the persons approx. date of birth and their exact name will really help but might not be necessary.
2. I believe the State of Michigan has reenacted the Sexual Offender web site. This will allow you see anyone who has been convicted of a sexual offense in the state of Michigan. I'm not sure what info you need for that one, I've never been there. They removed the site for awhile but I think I read that that ruling was overturned and the site reinstated.
3. You can obtain a citizens (watered down version) LEIN report for $10 via the web or by asking for one in writing (and including $10). You can call your counties sherriff department and they will give you the michigan website that allows you to do this over the web. You will need a credit card. You will NOT see EVERYTHING. Law enforcement will obtain more information but you can in fact find some good information in these $10 LEIN reports.
Without using the internet your options REALLY increase but you have do a lot of leg work and have a little knowledge about the person your interested in.

The reason I asked is because I know of two people that recently had warrants out against them and were never notified. One guy got popped on a routine check and the other guy's step dad found out about it because he's a LEO. Either of these guys I mentioned would've turned themselves in, had they known. You would think this should be public record, if someone is mis-behaving or causing trouble, you could check that out and turn them in. Then you wouldn't have to press charges and the streets would be minus one bad guy. Empower the people and they may be able to help.
Just my thoughts, I don't know the downside of this. Most of the hardened criminals already know that they are running so the information to them would be redundant.

There is no way for the public to have access to LEIN.
If any officer is caught using LEIN for anything but official reasons that LEO will have big problems including but not limited to lossing his/her job and prison.
There is no requirement to be notified about a warrant being out for your arrest. If a person does something wrong they know there is a possibility of a warrant being issued. All they have to do is go to a police station and tell them and they will find out or check with the prosecutors office, the prosecutor is the one that issues the warrants.
Empowering the people to possible sensitive information that much of the public would misuse and obuse will never happen. Public record is fine but you must remember innocent until proven guilty. Just because a warrant has been issued doesn't make you guilty. If someone is doing something wrong that act should be dealt with, not dealing with it using something unrelated to the present act.

Boehr, sorry I don't know of any way to abuse the information and stated that.
Oh, and the LEO was in your division. The person he informed of the warrant went and paid his fine. Since he was on temp. leave it could've been a less than pretty situation. Now the State has their money and he wasn't detained.
Oh well, one law broken to correct another. Justice?
