Bait and Roe Clarification?

I trapped some creek chubs which are not on the prohibitive species list. Am I allowed to use these as bait and if so where?

I have some steelhead spawn from a lake MI trib harvest last year in a "surveliance area." Am I allowed to fish with this spawn on a hook and if so where?

I tried to read the regs myself but they are very confusing. Thanks,

Don't even think I know about the Chubs, but I think the spawn is legal in the Lake Michigan watershed, and the Lake Huron watershed, but not inland or Lake Superior watersheds.

defining watersheds as below the lowest impassable barriers on any river.

...or at least that's how I've been living with it.
