Prior to today, the dialogue concerning the use of the crossbows in Michigan, except during the limited time frame of the firearms deer season, has primarily been limited to focusing on the concept of “Exclusion”. The policy that has been developed has resulted in a collection of seemingly arbitrary criteria, who’s primary purpose seems to be to exclude as many people as possible from utilizing a crossbow, except in the most dire and extreme circumstances.
Today, we are proposing a paradigm shift, a sea change in the way of thinking about this issue. Instead of focusing on the limiting and negative concept of “Exclusion” we should be promoting and embracing the positive concept of “Inclusion”. Two terms that are the direct by-product of the concept of “Inclusion” are the words “Opportunity” and “Choice”. The former is necessary for the latter to be a possibility. “Opportunity” and “Choice” are the keys to developing a rational policy that can offer a substantial number of benefits over the current status quo of “Exclusion”.
If you are for opportunity and choice, please email the following letter (below) to the members of the House Committee for Tourism, Recreation and Natural Resources, as well as your own representative (if not on the committee). Vote “yes” for full inclusion. Vote “yes” for choice!

Please consider the following ten positive criteria while considering HB 5741; a bill to allow for the full inclusion of the crossbow for all during Michigan’s archery season.
1. Recruitment: Attracting more of young people into our outdoor hunting family
2. Retention: Keeping more of our existing hunters in the archery sports community
3. Recognition: Bringing back persons of age that years ago abandoned archery sports, yet are not disabled
4. Reciprocation: Inviting more persons from outside Michigan to participate in our archery season
5. Response: Stimulating more and/or new citizens of our State to participate in our archery season
6. Rights of the Disabled: Dismantling the arbitrary barriers that keep our disabled persons from participating as an equal
7. Recovery: Recalling the 80,000 Michigan archery hunters and, nearly 150,000 Michigan firearms hunters that have abandoned deer hunting since 1997
8. Resource: Helping in the scientific management of a the deer herd while maximizing hunter opportunity
9. Reality: Understanding that firearms are, and will always be, the #1 tool in resource management
10. Revenue: Capturing the incremental revenue that will come from license sales, sales tax, excise tax and, tourism,
