Boat registrations/launch fees

I've been receiving my new boat registration forms and I've a question. What are the monies used for that we pay for the boat registrations? We pay a fee to launch our boats and a fee to have our boats registered. Seems like a little double dipping to me. Just curious.

Many ramps and launch sites are free. Plus, I doubt that the launch fees even come close to paying for all of the maintenance costs on the sites that actually have a charge.

Part of the registration monies goes into the Great Lakes Harbor Fund.The fund uses the monies for devolpment and maintinence of all our Great Lakes harbors.
