Just wondering was sitting at a local bar and this question arouse.Lets say I apply for a bear tag and I have 3 other people from out of state apply in my party.During the drawing would I be automaticaly dropped in the drawing when it hits its 2% out of state license quota? Just wondering how this would work.Or would this be an advatage for out of state hunters? I think everyone will wonder on this one.
