4 bills on the bow itself or on the whole setup?

I think he can find himself a nice bow in that range. But as Jusatin has noted, he'll need the accessories to go with it and that costs money as well. Sights, rests, arrows, release, etc. Now if he has those things already, I'd have him check into Martin, PSE and Pearson. Those mfg's have bows in that price range that should do him well.

Check out the Misson X3 for $329 or less in some places. Mission is a "new"bow line from Mathews. It doesn't have all the bells and whistles, but it does have a machined risor, perimeter weighted cam, nice walnut grip that is better than the Mathews imo. The X3 is a black bow with Max4 camo limbs and it is pretty darn sharp imo. Black risors and camo limbs are the new "it" in hunting bows.
The Martin Bengal is a smokin deal at $399 for just the bow, but some are gettingthem for around $350. A great bow at a good price, but arrows, sight, quiver, rest can add another couple hundred dollars pretty quick. Don't forget the release.
Check out Archerytalk.com for used bows in their classifieds....100's of bows at all price points. People are always selling good used packages so if your carefull, you can get some nice equipment. I've bought and sold on their with excellent success.

i just picked up a bengal......685 with everything.....but i could have went cheaper on sights and rest ....and 90 bucks for a dozen arrows
best bow ive shot actually like it better then the mathews and hoyts...very smooth and almost 0 shock...
that being said,...something a bit slower might be a better starter bow.....just my opinion but a forgiving bow is better for a beginner..
any bow with 55lb draw wieght will kill a deer if its tuned and shooting well even if its only 175fps
get him a cheaper bow and make sure he learns good form..even if he spends a few bucks on a lesson....id be looking for a used bow if thats all i could spend

Looki into a Bowtech Tomcat, comes with a rest, sight and quiver for right around that price range. Or the Diamond line of bows by Bowtech are very good inexpensive bows.

At $400, I'd think about something used. A buddy of mine just picked up a Reflex Bow that was a couple of years old with release, case, sight and rest for $150. He found it on craig's list. If your friend really needs to get the bow and all accessories for $400 or less, I think used something to consider. Otherwise you'll be looking at more of a low end bow.

Consider this a second vote for AT. I have bought alot off that sight for good prices and most are flexiable on the price.

I would look on ebay, they have lots of brand new bows in his price range.
Whether or not these are a quality bow I couln't tell you? (I would bet a guy could set it up practice a bunch and kill a deer this fall pretty easily!)

My friend just bought a martin Cheetah for around $600.00 or so for everything. He loves it. I shot it and was pretty impressed.
Martin makes an awesome entry level bow. The Cheetah and Bengal are considered by many to be the best for the money.

Oneidas are goods bow too. They have always been on the loud side but that can and has been rectified with alittle help. If you like the lever style you could start with an older one, but I would stick with the Black Eagle or newer. There are several on Ebay that go for less than you want to spend. I just bought an 04 BE for $ 350. If you then really like the lever style and want to move up I would look hard at Monsterbows.com they have perfected this style bow and it goes for $650 new. For wheelie bows in you price range I would look to Michigan made Darton. I like to buy Michigan when I can and all thes above bows are made in our great state....Mike
