can I bring frozen smelt across the border? I have bought them in Canada, but can I bring them with me.

Fishtales is right I am quite certain. You could most likely get away with bringing them if they are going to be "eaten". But using them as bait would be a no no. Only bait that you might be able to take would be worms in an non organic bedding (paper). Last summer I vactioned on a lake in MN. From the lake you could cross into Ontario. If you did check in at the Ontario border checkpoint on the water, they would ask you if had a live bait and minnows were not allowed. So you remembered to leave them back at the dock or dump them before you checked in and buy some on the other side.
