Boat tag question

A friend of mine recently purchased a row boat off his grandfather and the most recent tags are from 1974. I am not sure of the laws, but if he weere to put an electric trolling motor on it would he have to get updated tags first? Would it matter if he were only taking it out on a man made lake (a graveel pit)?

If you have a motor on it you need to have it registered.

It does not get into type of motor, size of motor, the law says if there is a motor it needs to be registered.

This is correct - nor does it address the 'body' of water - motor = Registered.
