Why is Jiri still listed on the roster?

because his playing rights are technically still owned by the red wings. He is basically on the IR. If he gets a doctor to medically clear him to play he would still be red wings property.

Now finding the doctor to clear him may be the tough part because from what I understand at this point in time the still don't know why he had the heart attack.
