no, chugging is not the same thing, and lakeside fishing shop and even some select gander mountains carry some red cap reels. i can't remember what they go for, i wanna say like 150 but unsure.

Chugging is a style of fishing that involves a heavy lead with a treble hook attached that is jigged vertically by hand and uses a stick of wood to hold excess line. This lead is sometimes tipped with a minnow, twister tail or in some cases a plastic bag. This is done while drifting with the current.
Handlining is a highly specialized form of deep trolling using a spring loaded reel to hold wire attached to a 1#+ sinker to drag (usually up current) a set of leaders with artificial baits attached.
Both techniques do not involve the use of fishing rods which is where some of the confusion comes from.
New handlining reals cost $100+ but there are many options out there for used reels that cost far less. There are many places around the detroit metro area where you can pick up handlining reels. Popular new models include A&S and katchman(sp?) reels.

I use a pole while chugging (my 2ft. whipping rod). You can also use a pole using the handlining method, called polelining.

A whipping pole, since most of us have one, seems like the way to go for chugging. But then it's like the caveman stlye of jigging (and caveman is alright by me). I was wondering though how chugging skirts the rules and regulations regarding snagging? Is it the fact that there is a little piece of dacron attaching the hook to the lead? Instead of being molded to the hook shank. I might have answered my own question there but it seems very similar.

you did answer yourself. i love the bites chugging gets. the fish rip the stick out of your hand. i rigged a 4 foot saltwater pool cue rod with a ambassador 5500 and braided line with a chugging sinker.jig like normal but hard 3 foot strokes. its tiring but effective.
its always fun to feel the SLAM....

I think the key is the the dacron "leader". Its not rigidly attached to the weight.

Yeah the chugging sinkers I got from GM had the hook sticking right out of the weight. I cut their rig and tied on a lengthened "leader." Thanks for the clarification Mike.
