I'd think IMR 7828 would be. Hodgdon is an extreme powder which is supposed to not be affected much by temperature and produce consistent performance. I don't think I've chrony'd those specific powders in the same load in different temperatures, but I have other IMR and Alliant powders and found a fair difference in velocity with the same loads in different temps (I seem to remember some as much as 70 fps with a 30 degree temp difference). With some of the Hodgdon powders, I've found they seemed to be pretty consistent with the same loads in different temperatures. I'll dig around and see if I can locate any of my data as I normally record the temps when I shoot and chrony loads.
